Disavowal

• When an agency sends a spy into hostile territory, it often tells them that, should they be caught, it will deny all knowledge of them. Even if the spy admits to being a paid agent, the agency will claim never to have heard of the spy before and to be unaware of their actions. This is called disavowal, and it is done so that the country does not have to admit that it has been spying on its rival. However, in cases such as that of Gary Powers, there is other evidence that the mission was official espionage.
